Nicotine pouches are the only tobacco product increasing in youth use, with total monthly sales rising 250.8% nationally between January 2023 and August 2025. We are calling on Oregon leaders to take action this session to pass common-sense regulations on nicotine pouches.
Coming in kid-appealing flavors like berry, mint, and citrus, these products are being marketed as the next big moneymaker, putting young people at risk of lifelong nicotine addiction while the tobacco industry profits.
Right now, Oregon law leaves nicotine pouches unregulated. Unlike cigarettes, e-cigarettes, vapes, cigars, and chewing tobacco, nictoine pouches can be sold without a state license, purchased online, and sold with no age requirement under state law.
Oregon can do better. Passing SB 1571 will close this loophole and protect our kids from these harmful exposures!

We have seen firsthand the impact of flavored tobacco on kids, and now Big Tobacco is onto its next trick. Nicotine pouches come in a variety of flavors including berry, mint and citrus, and are sold by all major tobacco companies. These new products are poised to be the next money maker, setting up young people for a lifetime of addiction while the tobacco industry profits.
Right now, Oregon doesn't have a state law that restricts the sale of these products – even to kids. The rules around nicotine pouches don't match the regulations we have around cigarettes, e-cigarettes and vape products, cigars, and chewing tobacco. In Oregon, nicotine pouches can be sold anywhere without a state license and can be purchased online; there is no age restriction required under Oregon law.
This is an easy problem for you to fix this session – please pass SB 1571 so Oregon can regulate nicotine pouches just like other smokeless tobacco products, cigarettes, e-cigarettes and vapes, and cigars. It's time for Oregon to protect kids and close the loophole that leaves nicotine pouches unregulated.
