The last meeting of the G8 group in L'Aquila has shown a growing awareness among its members that strongly membership limited institutions like the G8 itself can't in any way be epresentative enough to discuss and decide on the major global challenges the world faces today.
Many countries demand to be present in global discussion and decision making forums that affect them, so they ask for the establishment of increased G groups that include them, like the G20. But is this the real solution? Countries included in an expanded G might be happy about it, but what about those left out? More fundamentally, what is the legitimacy of debating and making decisions on global problems, that is on behalf of all humankind, just among those powerful enough to make its way into the debate?
The only proper solution is the development of global governance institutions that represent and respond to the whole of humankind.There are many ways to advance towards such new global order: Reform and empower the United Nations, create a new Global Parliament, start a Human Union, network national parliament in a global e-Parliament, even carry on "G all" meetings from now on.
We, the undersigned, hereby demand the establishment of executive, legislative and judiciary institutions of global governance that are democratically elected, transparently monitored, and accountable to all citizens of the world, that protect people's human rights and interests, and that are consistent with the principles of subsidiarity, human legitimacy and political equality. Subsidiarity: The principle that decisions must be taken as closely as possible to the citizen and that a global (or higher) level of government should perform only those essential tasks that (for reasons of scale, capacity or need for exclusive power) cannot be effectively undertaken at lower levels of administrative decision-making.
Human legitimacy: The principle that global policies must be consistent with all of humanity having an equal opportunity to benefit and must promote freedom of conscience and expression, democracy, access to education and knowledge, sustainable development, and environmental preservation.
Political equality: The principle that global institutions must promote equal access to the decision-making process, facilitate genuine participation by the vulnerable, and provide effective enforcement mechanisms available to all.
