A new ideal to help the people every where

I have an ideal that has been floating around my head and no ideal what to do or more exactly who to take it to.maybe you can suggest some thing or some one.
I want to take all the old moth balled millitary equipment and set up a group sort of like the military only not.funded like a branch recrutited like one ran like one.
except it wouldd be to serve and help.the world.
say there's a boy in india needs a kidney and a guy in ohio dies so they have one. and a doctor in germany will do the surgery. so we put the kidney on a rebuilt f-15 at super sonic flight and the kidney on anouther. and put the boy on a helicoptor and fly them all to a aircraft carrier were they would have new state of the art medical bay's and do the surgery free.
and have groups of shipss that come in after a disater and provide help food clothing shelter medical help what ever.
and groups that go in short term to help set up villages and huts and people that come in behind and stay long term to help teach things like how to breed and raise live stock and crops and teach building skills.
set up trade between the villages.thing's like this.
it would create so many job's.immediately and in the long term.becouuse all the equpitment need's refubished.and the bases need a lot of work.
and your making a new branch of the military so all the staff and people.from the top down.
but consider this.how many kid's coming out of school want some thing to do but don't want to kill they want to go help people?
and you could open this up to older people.becouse your not going into combat.and compasion  dosent have an age.
and you could use people with disabilities becouse again not going into combat.
any way i think it would also dump huge amounts of cash into the economy.
so it's a good ideal i just don't know what to do with it.
