ban for-profit prisons

This is a petition to ban for profit prisons, traded on the NY Stock exchange.
The USA has more people in jail than any other country in the world and California has more people in jail than any other Western Industrialized Nation!
A for profit prison, traded on the NY stock exchange has to answer to their stockholders and they are expected to be profitable and show growth. In order to do that they need to build more prisons and cultivate prisoners especially repeat business from repeat offenders.
Stupid laws get passed by city councils who have never read the US Constitution and these laws help get first time offenders into the sytem. Most of the laws target underprivleged youth with an emphasis on minorities. This includes laws passed by cities regarding dress codes, skateboarding, BMX, graffiti and truancy. The number of new prison beds being built is based in part on 3rd grade reading scores.. so if you read below level you will get a prison bed with your name on it.. not a tutor. Once in the system it is very hard to get out. They want your busness!
Prisons should be non profit organizations with a primary goal of rehabilitation through education.
