
We, the undersigned, feel there has been a gross injustice on your part, which needs immediate correction by you!
Mary Capps, a former employee of Park City, was under the supervision of Dennis Rader, convicted for the BTK Killings, while Rader was your employee.
Capps, before police captured Rader, made several complaints to Rader's superiors concerning his behavior.
Those superiors' policy was to ignore the complaints and to instruct Capps that she could not go outside the chain-of-command with her complaints and must first file them with her immediate supervisor, namely Rader.
This is an absolutely absurd policy, and in this case, could have proven deadly for Mary Capps.
So we first urge you to change said policy when an employee's complaint is against his or her immediate supervisor in the future.
Second, and even more disturbing, is the fact that Ms. Capps still has in her employment file with your city, employment evaluations and comments from Rader, many of which negatively and unfairly impact her employment history and recommendations from your city.
To contend that any reports by a man convicted as a serial killer, and who admittedly lived a life of deceit for over 30 years, are valid makes no sense what-so-ever.
In fact, to force Mary Capps to carry negative reports from this man with her in her employment history is a GREAT EVIL committed by the man who confessed to binding, torturing, and murdering ten people, including two children, one man, and seven women.
We most stringently encourage you to order all documentation from Rader in Mary Capps' employment file be immediately removed and destroyed; and that all affected records be re-evaluated and amended to reflect Ms. Capps' employment with you without the slanted, tainted views of a serial killer affecting the outcome of those records with you.
