Help me get all my babies back

I had a Cps case open. I lost my three babies due to  neglete. y husband deployed so he could not do any of the services that was court ordered. Things did not work out when he left everything went down hill. i found out i was to have a fouth baby. We were happy about it. I cleanned up my house and tried to do what CPS wanted.My husband came home for the birth of our baby, which cps took at birth. On june 8, 2009 my husband was half way though parenting classes. When  the Cps worker came to us and said if we don't sign over the  first three babies or we will lose all four of them. So we did that.we signed over our rights. my life died that day. and we still don't have the new born baby back..she is now 6 months old. i am trying to hard to get her back.  Now i want all my babies back. everyday i get up trying to find a reason to get up.My life is nothing without my kids. I am so sorry that i let thing get out of hand like they did. Now i am paying the price for everything.mMy life has no meanning with out my kids.
