Child Protective Service Reform

The protective services of this country are in dire need of reform.  Children are ripped out of good homes with no good reason then parental rights are termanated so the child can be adopted.  This is known as "take the child and run"  I have found research from D.H.S. that states they recieve $2000-$4000/month for each child in care and an additional $10000 for each child whose parental rights are termanated.  They do very little if any investigation before pulling a child.  9 times out of 10 preventitve services are not offered and they do not offer services to correct the original problem.  They intend to overburden already struggling parents to make certian they can not get their children returned.  If this country continues to provide a financial incentive to pull children how can we expect P.S. to put our children first.  How can parents compete when the government is paying these prices to keep the children away.  Shoulden't the government be offering financial incentives to help keep families together?
