Firmly believe cats should roam free!

Glasgow regulation 90.19 requires outside cats to be on a leash. And Glasgow regulation 90.20 states that if cats are not on a leash they will be picked up by Animal Control. The Glasgow Animal Control Officer has stated that the local Animal shelter is not a no kill shelter. Cats are not like dogs most don't and can't be put on a leash. They were meant to be free to roam as they please. My solution is to change these laws so every outside cat can have a chance of a life not locked up in a cage or being put to sleep.
