Put sidewalks in my neighborhood!

I live in Shreveport, Louisiana. my neighborhood has sidewalks in only certain areas. I live very close to an elementary & middle school where kids walk to and from. They're not walking on a sidewalk, they're in the street and it's a very dangerous situation. i have 2 younger siblings who like to ride bikes along with other kids in the neighborhood but are in cars ways. I want to talk to anyone who can help me make this happen.
