The harassment of an elderly veteran must stop

My Pops is 80 yrs old he is a veteran of the Air Force and has never been in trouble with the law. He donates to many organizations and tried to help local homeless. Some neighbors didn't like the looks of some of the homeless and began to complain. Code enforcement has been harassing him every since. It's been 5yrs and they continue to fine him and threaten him with losing his house. They have even went as far as making person attacks against on of Pops renters. I want some accountability from these bullying agency who claim to work for preservation and for the people. They tell him there fining him but not how to correct it. These people are biased and once they have you in site they don't let up. There bedside manner is atrocious and instead of helping out a veteran they continuley threaten him.
