Story No.01(Truth)

Being selected by Union Public Service Commission, I joined under Government of India as a gazetted officer at Aligarh (UP) as Asst.Manager (Administration) cum DDO along with other various responsibilities. All the files were routed through me whether technical or administrative one for my recommendation and subsequent approval of the Manager. As I was young & energetic at the time of my initial posting, it was my intention to increase the production and improve the administrative efficiency of the unit. I make a round to the industrial unit of the press, and see one costly machine known as %u201CDavid Carle Envelop Making Machine%u201D which was new one without operation. Latter on I came to know that two envelop making machines have been procured from %u201CEngland%u201D at the cost of approximately one crore each. Out of two one was installed in Nashik (MH) and one in Aligarh (UP). The installed capacity of the machine was one lakh impression per hour. There were no trained workers (binder) to run the machine, not the person who has initiated proposal for procurement of the machines was expert to run the machine. Every month false report was sent to the Directorate of Printing which is the apex body of all government of India presses under Ministry of Urban Development, government of India. I found that false production report of envelops are being given to the apex organization, by suppressing the material facts. The envelops which were produced by the binders manually, were counted as production of the envelop making machine. It was not known to the ministry. I reported the fact to the CVC as well as secretary of the Ministry of UD endorsing a copy to my apex department. Soon after receiving my letter, I was transferred to Government of India Form Store with out TA/DA within a year of my posting at Aligarh. It was my punishment transfer because of speaking the truthful information. I joined at Kolkota and try to know the real function of form store. After going through the manual of Government of India Form Stores, I came to know that the office get print order from apex printing organization as well as from various central government departments including three wings of defense department like Army,Airforce & Naval. I was in charge of Asst.Manager (Military) & Civil also. I saw that wrong forms are printed since years together without any utilization, and became wastage. Even some common forms like service book, pay bills & many others etc. are also printed wrongfully which is not at par with the approved format of the nodal department/ministry. I tried to modify the form and informed the matter to the apex body i.e. Directorate of Printing. Than, again I was a victim, and I was transferred to Shimla (HP) before completion of my tenure i.e. within two years of my posting in Kolkota joined at Shimla and represented to my authority for my transfer to Bhubaneswar (Orissa) as my wife is a serving lady under government of India. However, my request was considered by one of my senior officer and I was transferred to Bhubaneswar. In Bhubaneswar, I found that the union collects money from the contractors in respect of selling waste paper. Good quality papers are given to waste paper contractors. I raise objection, and calculate the % of wastage and found that a racket is doing mischief with the department. I informed the fact to the directorate of printing of Delhi, and again I was transferred to Kolkata, Government of India Press, and Santragachhi. This was also punishment transfer. I joined at Government of India Press, Santragachhi, near Howarh station and found that the organization is vast one and cores of rupees are spend annually to run the press. The press requires approximately 5000 liters or more of kerosene per annum to clean the accessories and machineries after closing operation of the machines. Kerosene oil was procured by floating tender at the cost of Rs. 30/- per liter. I wrote to civil supply department to give central government press a permit to purchase from them at the rate of Rs.10/ per liter endorsing copies there of to Indian Oil Corporation and the ministry of civil supply, government of West Bengal. But it was informed by the civil supply department that the press is having a permit. Latter on I came to know that some body has taken the permit and doing private business. When, I investigated the issue, I was tortured severely in the following manners. When I take water & tea and launch in the canteen, something was mixed on it causing headache & other mental imbalance. I was threatened by the supplier of kerosene oil & many other public people. I was warned by my counterpart officer that my investigation may take my life by the party workers of communist party or other wise. At night some people called me in my residence, where I was staying with the help of one of my friend Mr. Debachan Pradhan who was working as Asst. Labour Welfare Officer there. My immediate boss told me that he is in pressure and can not help me. My cash and other valuable things were theft. My friend also did not help me and involve himself with those corrupt people. My friend was also involved with the corruptions. One man from Hyrana threatened me to kill over phone. And many others and finding no other alternative ways, I took VRS from the government and cunningly escaped from that criminal group and came to Bhubaneswar. I informed the matter to the Minister and other higher authorities of the department, but no result. In Directorate of Printing, we can find corruption in procurement of Papers, purchase of coal cake and gas for canteen, machineries, printing accessories, disposal of wastage etc. The Labour Welfare Officer, Mr. Debachan Pradhan was a corrupt officer and was fully involved with that man, who threatened me to kill me and my family, as he uttered the name of Pradhan while talking with me, than how we will expect honesty from government & government officers, when all are corrupted? Most of the officers and staff from different departments are also involved. In telecom department, some staffs & officer have link with operator to tap the telephone and to forward it to others and also to create problems for honest officer and most of the staff of  government organization, as they are indirectly either party worker or with some other ulterior motives.

I am happy that I came to Bhubaneswar by the help of some good honest people of West Bengal & Orissa & others. It is also very easy to know the name of such people who are involved with such terrible incidence, but government or police is not ready to investigate yet.

Who is responsible for it? What should be the further course of action.
