Allow on-leash dogs back on Rendall Park beach.

Residents and tourists in Harrison Hot Springs, BC like to be able to take their dogs for a swim at the beach.  Until recently, dogs were allowed at Rendall Park beach either in the on-leash or off-leash area.  After some complaints, Village Councils simply disallowed dogs at the beach altogether.  Instead of ruling that dogs must be leashed, Council eliminated the one spot in town to take dogs swimming.  If tourists can't take their dogs swimming in Harrison, they will take their dogs and their money elsewhere.  The many residents of the village who own dogs will no longer have a place to take their dogs.
