Demand end to inhumane Council treatment of dogs awaiting Trial

Dog visiting vet. Vet told not to approach dog in car until owner has restraint on him. Vet took no notice and went ahead. Result - bite wounds to arm.
Been 8 months in solitary, no exercise, no outdoors,no sunshine, caged, no authority to access his nature.
I want the laws around dogs awaiting a trial to be consistent with good animal welfare practice. Council think they can get away with it as they are government owned - this type of treatment almost guarantees a dog will be stir-crazy by the trail date!
