Challenge: In addition to public education promoting spay/neutering and pet adoptions, shelters need more time and space to allow for the adoption or fostering of eligible pets. Fundraisers are great but do not supply the steady/dependable income necessary to lower number of kill shelters and euthanasia numbers. Possible Solution: Formation of a “Pet Lottery” to support local animal shelters by state and eventually nationally to provide a steady flow of funds to help increase the size of shelters giving animals more time for adoption or fostering thereby dramatically lowering kill shelter numbers for otherwise adoptable pets.
