Insure all Vets register the microchips they implant in pets.

Many vets offer microchipping, indeed for dogs it is now compulsory, however they do not always remember to register them with Petlog or Anibase, so the chip is effectively useless, it cannot trace an owner, just who brought and implanted the chip. Some only register the microchips every month, many many pets handed to shelters, or collected by dog wardens, are missing the chance to be reunited, because the vet omitted to register owner details, in some cases when no owner can be found the animal will be euthenaised.
