Stop animal torture NOW!!!

I am very upset by the recent burning and torture of the cat named Phoenix. I know this isn't the first case of animal abuse and won't be the last, but I would like to propose an idea to you that would protect pets and also deter future abusers. We need a law similar to Meghan's Law and the sex offender law. Animal abusers should have to register in every city/county they live in (or should move to) so pet owners can be aware of these people in their neighborhood and protect their pets. These laws have worked to protect children from child abusers and women from sex offenders, and I feel it would protect animals from abusers such as Noah Riley. A good name for this bill would be Phoenix's Law, in honor of the cat that inspired me to start this petition.
