Renters rights in Arkansas

We have no renters rights in Arkansas the house or apartments can be infested with bats or any other wild life and the management or owner doesn't have to do anything. How is wild life more important than a human life. How can wild life have rights and laws to protect them but not protect humans that rent these house and pays their rent as well as keeps up the property. Not right at all.
