Immediate prosecution of the person/ persons who hurt, harm, or injuries that cause unnecessary suffering to Dogs ( knife, firework, gun or any other dangerous weapon even poison etc)
To get a legal protection with specially issued stamp from the government an order writ up and this can be stated in the Dog License's
An immediate fine for those who don't have a Dog's license payment can be set up same as a TV license ( a dog licences can be set 3 prices due to the height, weight, and breed ) so payments can be made every month but using the national insurance number (as people can use alias names which is fraud)
Fail to keep up payments will mean that the dog will be taken off and placed in a dog home same goes for if the dog owner is found irresponsible to take license and a ban on them getting another dog for life. We have to take a more mature approach to help animals and ensure their safety

Please help us try and help 'Man's Best Friend ' by standing up and expressing our concerns to ensure the safety
of all Dog breeds ( some breeds are already protected but this has to be for all dogs We understand some have to be under review due to the dangerous Dog act and understand that if any dog not controlled their fate is up to the courts etc)
But this issue is For people who have dogs to take a stronger responsibility bring back the dog licenses and add the extra cost so this ensures their dog is protected even if they have to be re-chipped with a government number issued and have a special ID or passport type of document issued and given out by the Police or local vet to insure that the dog gets the care and attention when needed.
Maybe some of the money from the dog licenses are given to Animal charities for the upkeep of the dogs that they take in if people fail to keep up their side of the law/ bargain etc.
and if they abuse the dog that the national insurance number and name of the person/s go into a book register of Dog /Animal abuse and they will be fined an X amount of i.e. $, £ ( depending what countries currency).
We have to ensure the welfare of our Dogs and this is the only way I know of at the moment protection, loyalty, general care, hygiene and welfare for the dog to have a secure environment.
To nurture grow and be happy knowing the owner /s are independent and can cope with living a lifestyle free from violence abuse injuries ( as immediate prosecution will be served as passed by the laws no waiting for warrants ) also for the vets to raise an alarm if possible if they think the animal has been abused, hurt, in any way possible with all the fee's going back on to the owner or recover from insurance policies if one has been taken out of the animals)
