Petition to remove claggett mng co as our homeowners association

The main concern is that they charge unlawful late fees and misc charges and only send the bill after it's past due, also   their not even located in the area, several issues are never addressed because they don't have knowledge of what's happening and their hardly ever present , they only clear the roads in inclement weather after it's too late
