Demand an end to homeless encampments within 100 feet of residential and business properties and enforce shopping cart theft

We have homeless encampments in bushes in residential/business properties I suggest that we outlaw people living in encampments within 100 feet of businesses and residential communities and making it illegal to steal shopping carts from store parking lots which inevitably end up on the side of the road filled with trash or dumped in our water ways.
