Osborne/Brookhaven Unofficial Dog Park

1) Have morning and evening hours where dogs could be off leash
2) Have a section of the park fenced off for the off leash dogs
3)Start a program where dog owners who want to have their dogs be off leash contribute a nominal amount that would go towards hiring a person to monitor the safety and cleanliness of the park during the hours that dogs are allowed off leash.
