A Petition by NYCACC New Hope and NYC Mayor's members Alliance to replace the Board of of Directors

We the undersigned NYCACC/New Hope Groups and Mayor's Alliance member organizations and individual rescuers call for Executive Director Charlene Pedrolie and the Board of of Directors of NYCACC to be immediately replaced.

In October of 2007, the Board of Directors of NYC Animal Care and Control hired Ms. Charlene Pedrolie, a business woman with NOT a shred of shelter or medical experience to run this municipal kill shelter system which intakes 44,000 homeless animals every year.

Since that time these "ex-officio" Boardmembers have inexplicably stood by and watched as mass resignations of key personnel including 7 veterinarians and the firings of long term, dedicated employees and volunteers have decimated the ACC into the nearly unrecognizable entity it is today.

There is a crisis of management at NYCACC.

The same management who recently announced on 07/27/09 that: "This year New York City Animal Care & Control has not had to euthanize any healthy animals because of space" also stated on 04/30/2009 "Sometimes healthy, adoptable animals are euthanized because we don't have enough space," Gentles said. "That's the unfortunate part."

As New Hope Members, Mayor's Alliance member organizations and individual rescuers working in NYC, we are appalled at this current state of affairs and are now calling for the NYC Council and Mayor Bloomberg to convene an emergency hearing to create an Animal Care Task Force to oversee the replacement of the existing Board of Directors of NYCACC which has created this crisis.

This task force should be made up of humane professionals and animal advocates who agree that taking AC&C outside of a government environment and putting it under the control of a nonprofit organization is the only way to truly effectuate a change in AC&C's culture. The removal of AC&C to a non-profit organization will ensure that the focus and goals of the NYC community will continue without regard to the changes in the composition of and priorities of future mayoral administrations or members of the City Council. The nonprofit operation of AC&C would also allow for the creation of public/private partnerships and greatly enhance the ability to undertake fundraising and develop innovative programs. With appropriate funding, facilities, privatization and programs, AC&C will be able to address public concerns, provide excellent and compassionate animal care and control services, and be cost effective.
