Abolish section 75(5)of the Highway Traffic Act(no horn on biycle)

We Want to abolish Section 75(5) of the Highway Traffic Act (no Horn on bicycle) because it does not serve any safety purpose and is as an instrument for the police in the Niagara area to act thugish and harrass citizens
The Rationale on the Ontario Highway Traffic states
B. Harassment; the existing law is often used to harass cyclists. Because of the low rate of compliance, individual police officers are granted far too much discretion in determining when and against whom to enforce the law.
