Abused animals in Bulgaria

Hello! I'm from Bulgaria and my name is Teodora Dimova. I write you in connection with an incident that happened in Bulgaria, in town of Dryanovo. A few days ago a man brutally cut the legs of the dog, without anesthetic. The reason for this act is a conflict between the owner of the dog and the man committed this crime. Unfortunately our judicial system does not work very well, and I'm afraid that the criminal will go unpunished. So from the majority of Bulgarian people I ask you, I beg you to interfere in this situation.
