Subject: Plea to ensure a proper plan of action and combat facilities for Indian protection forces.

Your Excellency Prime Minister,

Sir, I read the following in the Preamble of the Constitution of India.

EQUALITY of status and of opportunity; and to promote among them all

FRATERNITY assuring the dignity of the individual and the unity and integrity of the Nation[2];

IN OUR CONSTITUENT ASSEMBLY this twenty sixth day of November, 1949, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.

As another day dawns, three days since the horrific attacks in Mumbai started and as Taj Mahal Hotel in Mumbai is still getting cleared from the aftermaths of the war against terrorism that took place inside the building, I plea to the India Government to come up with a clear agenda to combat terrorism.

            It was shocking to see that police officers standing so close to the line of fire were not having a bullet proof protection vest. It was shocking to see that the rifles they had in hand were not capable of any support to the police themselves. In situations like this we need swift action to inhibit loss of life and that has to rely on various factors that haven%u2019t been addressed yet. I can%u2019t imagine answering the families of the brave police officers who lost their life in combat. How do we tell them that they died because there was not enough protection given to them because the Government of India wanted to save money on protection gear?

Mahatma Gandhi, the Father of our nation, wove his own clothes to represent civic right to clothing and independence from the ruling Government for any services needed to survive. I want to appeal to all police authorities to take on the path of Mahatma Gandhiji and weave their own protection gear until one is provided to them by you, The Government of India.

The police officers of the nation need better equipment and clear structure of what they need to do in situations like 26/11 and scheduled practice sessions where they are trained to combat terror. Also we need to have a clear strategy for war against terrorism and I as a citizen of India want a clear agenda in front of me from the Government of India that states this.

Simple actions like:

  1. Depoliticizing Terror Combat
  2. Proper combat equipment for Indian protection forces
  3. Defined agenda for combat of terrorism stepwise for various forces involved and a defined role for each group.
  4. Higher levels of security from sea and land with counter corruption strategies.
  5. Direct election of a major representative in each city/state with direct representation at Central Government level.

As we exercise our duty every day, we ask to exercise our rights to protect our own country men, women and children today.

Thank you very much for your kindness and patience to read this plea. Jai Bharat.

Yours sincerely,

Prof. Krupali Uplekar.
