Replace Partisan Uganda Electoral Commission
The reappointment of Eng. Badru Kiggundu as EC chairman, Tom Buruku, Jenny Okello, Stephen Ongaria and Christine Mugabi as commissioners, is inconsistent with Article 60(2) of the Constitution. The Article says: %u201CMembers of the commission shall be persons of high moral character, proven integrity and who possess considerable experience and demonstrated competence in the conduct of public affairs%u201D. Several court judgments and various reports of election observers have highlighted the incompetence, inability and failures of the EC.
This is to put to your attention the general discontent by the opposition parties in Uganda, when the President renewed the term in Office of Electoral Commissioners who on various occasions proved incompetent in handling the electoral process and so was the declaration of courts of law. The Commissioners, while conducting elections, failed to ensure that they were free and fair, bungled the management of the voters' register and made half-hearted attempts at implementing voter education programmes'.
