The need for animal police unit in San Antonio Texas

Seems that In San Antonio Texas we do not have an animal police unit that handles and/or takes in abused, neglected nor abandond animals. The humane society will not go and help those animals in need unless you take them and donate money for the animal to be taken in yourself. This is ridiculous. If there are other cities in Texas and abroad that have these then why can't, (don't) we? We definitely need one. Just this week I have had to rescue two dogs that were abandoned by their owners one dog was left outside while another was left inside in a room with no food nor water, (the dog had been there like that for 3-4 weeks and how it survived boggles my mind, so for the next 3 nights I would go give it food and water).I took the one that was left outside into my home along with my own dog and found another to take in the dog that was left inside. And that was a miracle, because for two days I was on the internet searching for animal recue organizations and other of the sort that would help to no avail. If it were not for that kind person to take the other dog in it would have met its' demise in the animal pound.
