Who killed the electric car?

Back in 1996 GM produced a practical and affordable electrical car called the EV1. But it was available only by lease and when the leases expired they recalled and shredded them. (See the film, "Who Killed the Electric Car?") 
Now GM is in financial trouble and will soon get a 13.6 billion dollar federal loan. Tell Obama to make it a requirement for receiving the loan that they produce and seriously market an EV2, an updated version of the EV1.
Here is an idea of how to reduce dependence on foreign oil really fast. Back in 1996 GM produced a practical and affordable electrical car called the EV1. It wasn't perfect, but it was adequate for a very large number of drivers. Many said they bought it as a second car, but then found they needed the larger range of their other car seldom enough that it was cheaper to sell it and rent when necessary. But the EV1 was available only by lease and when the leases expired they recalled and shredded them. (See the film, "Who Killed the Electric Car?") 
Now that GM is in financial trouble, it is an excellent time to put some pressure on them to bring out an EV2, nothing fancy or futuristic, just an updated version of the EV1. How about making it a requirement for receiving the 13.6 billion loan for them to produce and seriously market an EV2 now?
