Stop Illegal Pet Sales In The City Of Riverside

It is against California State Law to sell or give away an animal in any public area.  Citibank, 3580 Tyler, Riverside, CA has become a major location for the illegal sale of pets on Citibank property, on weekends, when the bank is closed.  Some of these animals are sick and have no shots.  They have no spay/neuter requirements and will only add to the already serious pet overpopulation problem in the Riverside area. Requests to Citibank have yielded no results and repeated requests to Riverside Animal Control and the Riverside Police Department for enforcement have generated little response.  Although this petition addresses a local issue, it is symptomatic of a much larger problem across the United States.  Mill Creek Rescue has begun a multifaceted campaign to resolve this issue. This petition requests a resolution to the Citibank problem on or before 8/31/08 as well as increased enforcement by Animal Control and the Police Department at other offending locations in the City of Riverside.  When complete, these signatures will be forwarded to Citibank, Riverside Animal Control, the Riverside Police Department and the Mayor's Office.

We the undersigned are requesting the enforcement of California State Law in ending the illegal pet sales at Citibank, 3580 Tyler, Riverside, California.  We are also requesting increased surveillance and enforcement of this code in other locations within the City of Riverside in an attempt to put an end to the rampant sales of pets as well as the distribution of free pets in public areas.  We feel that the lack of enforcement of this Code adds to the increased pet overpopulation problem, promotes increased breeding for greed, encourages irresponsible pet owners to continue having unwanted litters because they are more easily disposable, and endangers the health and well-being of these pets as well as that of the general public.  We additionally feel that this lack of enforcement shows disregard for exisitng law as well for the needs and well-being of the animals in our care.
