Make Spay and Neuter Free for people on Welfare, Medicare, or unemployment

Animal Control charges $25.00 to spay a dog; if you are on some government assistance.  But for people who are on welfare, medicare, or unemployment this charge means they don't buy groceries, or pay an important bill that week.  I live in the country and people often drop dogs out here because, their is no charge for abandoning a dog in the middle of the night.  I got two dogs this way. I have a neighbor with three, and another neighbor  with one cat and one dog.  We all would have gladly paid to "fix" these animals parents instead of caring for them for life. If these lower income families dogs were unable to have babies nobody wanted, it would cut down on the need for shelters, workers, facilities, and supplies.
