Demand more street lights and sidewalks

The issue is that a teenager named Michelle Taylor passed because a car hit her due to that fact of not being able to see her and her friend walking because there are lights on main roads instead of neighborhoods as well as sidewalks because if there were sidewalks she wouldn't have to walk in the road to get hit and die.
