Please help in making my community safe again!!!

On 8/27/18 My dog Mookie was murdered in front of me and my 3 year old son by my next door neighbor dog. He was snatched underneath the fence off of my property by this Pitt bull and the Humane Society is not taking action. This could have easily been my child eaten alive by this Pitt bull. This is not the first attack. Please help me in making my home safe again and hold The Humane Society liable for being aware of this viscous animals behaviour and not taking action.
