Stipulations on Government Housing

Placing guidelines and stipulations into the contracts of those partaking in government and state assistance to control crime and destruction of communities from unruley tenants , children and guest of those on government and state assistance. 1 stipulation being that any persons on assistance who obtains a criminal record or multiple complaints from neighbors , police or community, will have a decrease in assistance or even loose their assistance. This will insure these persons will keep a ruley household and a clean home so the community ( neighborhood ) will be safe and clean.
