Change Halloween to the 4th Friday

Halloween is a magical holiday, for kids it is the one day of the year when taking candy from strangers is OK, and for Adults it is the chance to dress up how ever you want, judgement free, and let our hair down. However, when Halloween falls on a week day no parties can be had, and trick or treating must be cut short and kids put to bed. It is hard for the kids, it is hard for the parents, and nobody is happy. That is why we made this petition, to change Halloween to the 4th Friday of October so kids can sleep off their candy highs, adults can sleep off their hangovers and clean up after their parties.
