Encourage Federal Licenses and Stronger Laws against Internet Puppy Mills

Please sign and share this petition worldwide to encourage federal licenses for internet puppy sales.  Often times, many breeders sell their puppies online, through the mail and over the phone, only to find that many of them breed several female dogs repeatedly.  Their situations are very similar to that of a puppy mill but get away from being federally licensed by selling the pups online.

When buying a puppy online, you do not have the opportunity to see how healthy the animal really is, and unlike choosing a pet on site, you cannot visibly see the breeders licensing requirements. After so many investigations and reports on puppy mills by the inspector general around the country, the USDA is pushing for inspection and stricter regulations for online sales of puppies. The report recommended that the department tighten the animal welfare laws – written more than four decades ago, long before the advent of the Internet – to cut down on unscrupulous breeders.

New regulations proposes that no one can sell online, by mail or phone without licensing and inspection of the breeding facilities by the Animal and Plant Health service. The regulations apply to breeders of all animals. The Agriculture Department estimates that up to 4,640 dog breeders could be affected by the rule, along with about 325 cat breeders and up to 75 rabbit breeders. There is still some concern that the regulations are too vague and could regulate the small-sized breeder out of business. 

The American Kennel Club is not happy, saying that the term "breeding female" is too vague and could subject some sellers to the rules even though some of their dogs aren't actually breeding. The club said breeders are also concerned that the rules are too specific as to how dogs should be housed, and could prevent some small breeders from keeping dogs in their homes.

Puppies don’t need or deserve to be raised lacking medical attention and living in filthy, uncomfortable wire cages infested with feces, parasites, no food and water.  Puppy mills need to be stopped and breeding regulated.

National State Law Regulators – USDA – You need to instill and enforce the proposed regulations and licensing requirements necessary for running a breeding operation, especially for those that sell animals online, phone or through the mail.  These breeders get away with disgusting conditions because the public cannot see where the puppies are born and raised.  These practices need to stop and more stringent laws enforced to protect animals and stop puppy mills everywhere!!!!
