Stop Ontario vets from extra-billing to write prescriptions to be filled elsewhere

The practise of extra-billing to issue a prescription to be filled elsewhere is anti-competitive (yet no extra charge if filled at the same clinic) and does not serve or protect Ontario pet owners.
