My daughter rescued a dog and her stepmom won’t give her back

My daughter Kylie rescued a puppy from the Virgin Islands where she was doing hurricane rebuilding through a non-profit. Legally Kylie adopted Rosie and through donations had Rosie flown to Washington. Her stepmom paid to have her flown to Colorado and offered to care for the dog until Kylie was done working. Kylie wants her dog back and she never gave her dog away. Kylie plans to work in Washington and has place to live there with HER dog.
