Make it a felony to move, and leave you pet behind to fend for itself, in all of the United States.

Let's get together and mke there be a law that you cannot abandon or choose to leave your pet behind if you move, or simple do not want to take care of it anymore. Make people be responsible for making sure that their pet is cared for by someone, family, neighbors, or a shelter. Make people be accountable for their actions if they choose to abandon their pet(s) with a felony that will be punished by the law in every state in the US. By having every pet microchiped by law, registered to that owner, there will be a record of who owns or owned the pet. This will prevent such terrible consequences of starvation and death among those that are vulnerable. We as humans have a duty to protect those who cannot protect themselves.
