Change the law for mobility Scooters to have insurance and health and eye sight checks

A dear friend of mine who is 80 years of age was knocked down while walking on the public foot path and sustained 2 badly crushed legs police was called they could do nothing we do know this person lost his driving licence through having poor eyesight . My friend now looks forward to at least 4 months in hospital also a lot of problems with it he cannot claim a single penny all he got was sorry it was an accident with that turning around he ran over his legs again the Hospital has told him it will take time again to walk there isnt any way he can claim from this person.
