Elephant being biological resource: A National Heritage animal of India, needs Regulation under section 10 of the Prevention of Cruelty to Animals Act, 1960 along with Advisory for Educational purposes, under section 9 (k), whereas Elephant foetus with mother was brutally slaughtered in Kerala.

Whereas No Rules & Regulations to handle Elephant as its rider, besides it driving license to operator Horse Power instead Elephant Power. Like wise Ban manufacturing, trading, possession & use of thorn bits.
