sub engineers pay scale rectification (16 yers increments difference to next AE cadre)

sir,
1)In the electricity department telangana sub engineer pay scales(11250) 50% less than the Assist engineer (23450). 2) sub engineer next cadre is AE. 3)nature of the works of both the posts are same 4) if the AE is not available (leave),AE work must be done by sub engineer. But salaries are not equal. after 16 yrs only sub engineer reaches AE salary.5) this type of system not in all over the india 6) humbly request is to change the increment variation,please support me. 7) this problem is more than 3000 people.
