Stop Heavy moving Vehicles on Fast Moving Track meant for small and fast moving vehicles

In India, we find that in spite of a rule that Heavy Moving Vehicles should stick to the Slow-moving or Left Sidetrack we find most of the times the heavy moving vehicles move in the fast-moving track at slow speed without giving right of way to fast-moving and LMV vehicles thus leading to queue and accidents.
Also, this has to lead to damage of carriageway of LMV thus causing a huge traffic problem.
We want strict Law that forbids Heavy Moving vehicles like trucks, busses, Tractors, tankers from entering in Fats moving track except for overtaking if need be.
