We need an Animal Abuse Registry to Protect Pets from Repeat Offenders

In most states, a person can be convicted of animal cruelty, and still walk into a shelter or pet store the next day and adopt another animal.

There is often nothing stopping repeat offenders from gaining access to more vulnerable animals. Even when courts impose penalties, those protections rarely follow abusers from one city, county, or state to another.

Sign the petition urging lawmakers to establish confidential animal abuse registries accessible to shelters, rescues, and pet sellers.

Research shows that animal cruelty is frequently linked to patterns of repeated violence. Many abusers harm animals again if safeguards are not put in place. Yet, the organizations responsible for placing animals into homes often have no way of knowing whether someone standing in front of them has a history of abuse.

A confidential registry would change that. This registry should not be public, which could create privacy concerns and make the system less effective. Instead, it should be accessible only to animal shelters, rescue organizations, breeders, and pet retailers — the people responsible for placing animals into homes.

When someone applies to adopt or purchase an animal, these organizations could quickly check the registry to ensure that person does not have a documented history of cruelty.

Some cities and states already maintain limited registries, but gaps remain. In many cases, abusers must register themselves, creating dangerous loopholes. Others simply travel to another county or state to obtain animals.

A secure, confidential system managed by the justice system would close these gaps and help prevent repeat abuse.
