Why are Clarksdale public utility are cheating the residents

Every month for the last 3 months clarksdale Public utilities have billed
me the same bill.I don't understand how my bill is this high when its just two people in the house .maybe we need someone from the outside to come in an check the
meters because they just bot doing right an its sad you use the people of the community like they do. I think the state should investigate this business an make them refund the people money back ,and they should have to get certification through the BBB
