Make keeping your cats outside illegal

When I take a walk around the block I see a couple of cats who are pets outside all the time . I feel sorry for them when it's hot or cold out side. By making this illegal cats would stay inside not be get hurt , get fleas get killed by cars. Cats are indoor pets not outdoor pets .
