petition juvenile court for childsupport

People are being under paid child support to take care of their kids. I was not notified for years after continuously changing my residential address and phone number. I have two kids whom are disabled and he's $9,000.00 or more behind and he been taken off and only paying arrears of $100.00 a month that I have not even received.
