We, the undersigned, petition Westmount City Council to postpone zoning changes and approval for any development plan until citizens' information requests on the following issues are answered and are incorporated into a revised development plan to be reviewed by citizens at a mid-October consultancy.
A. Affordable housing or infrastructure funds availability - report by the Planning Department on any federal or provincial funds available, and the necessary family-friendly criteria, to reduce taxpayer costs.
B. High-rise buildings and population increase - cost-benefit analysis by the Hydro Advisory Committee and Planning Department to include demands on infrastructure, city services, parks, schools as well as any anticipated tax increase to citizens.
C. High-rise clusters' heat-island and atmospheric CO2 increase - a review by the Environmental Advisory Committee to assure compliance with By-law 1616 and Montreal's Land Use and Urban Mobility Plan 2050's net-0 goal for new construction.
D. Built heritage standards and liability - in conformity with The Standards and Guidelines of Historic Places in Canada, an independent Cultural Heritage Impact Statement on anticipated damage by high-rise construction to the Atwater Library and other heritage buildings as well as the Planning Department's Dorchester-Greene design guide for new construction.
