Move the Cement Factory Away from the Dense Residential Area of Ghorahi, Nepal
To: Government of Nepal, Ministry of Forests and Environment, Ministry of Industry, Government of Lumbini Province, and Ghorahi Sub-Metropolitan City
We are not against the cement industry.
We are against locating a heavy cement factory in the middle of a densely populated residential community.
Thousands of families in and around Ghorahi have lived for years with concerns about cement dust, air pollution, and their long-term health. Children, elderly people, students, and ordinary residents deserve clean air and a healthy environment.
Across the world, environmental planning generally seeks to separate heavy industries from dense residential neighborhoods through environmental impact assessment, pollution controls, zoning, and public participation. Communities should not have to choose between economic development and public health.
Our request is peaceful, reasonable, and future-oriented.
We respectfully ask the Government of Nepal to:
- Conduct an independent scientific environmental and health assessment of the cement factory.
- Make the findings public.
- If the factory poses unacceptable risks to nearby residents, prepare a fair plan to relocate it to an appropriate industrial zone.
- Ensure fair compensation and support for all affected parties according to the law.
- Redevelop the current site for a public benefit such as a hospital, educational institution, green public space, or another low-impact facility.
This petition is not against workers, investors, or industrial development.
It is a call for responsible development that protects both jobs and people's health.
History should not divide us.
The future should unite us.
Please stand with the people of Ghorahi and support the right to breathe clean air.

प्रति: नेपाल सरकार, वन तथा वातावरण मन्त्रालय, उद्योग मन्त्रालय, लुम्बिनी प्रदेश सरकार तथा घोराही उपमहानगरपालिका
हामी सिमेन्ट उद्योगको विरोधी होइनौँ।
हामी केवल घना बस्तीको बीचमा सञ्चालन भइरहेको सिमेन्ट उद्योगको उपयुक्त व्यवस्थापन चाहन्छौँ।
स्वच्छ हावा, स्वस्थ वातावरण र सुरक्षित जीवन प्रत्येक नागरिकको आधारभूत अधिकार हो। यदि कुनै उद्योगको सञ्चालनले स्थानीय बासिन्दाको स्वास्थ्य, वातावरण र भविष्यमा दीर्घकालीन असर पार्ने सम्भावना छ भने त्यसको निष्पक्ष, वैज्ञानिक र पारदर्शी मूल्याङ्कन हुनु आवश्यक छ।
विश्वका धेरै देशहरूले प्रदूषणकारी उद्योगहरूलाई घना बस्तीभन्दा बाहिर उपयुक्त औद्योगिक क्षेत्रमा व्यवस्थापन गर्ने नीति अपनाएका छन्। आर्थिक विकास आवश्यक छ, तर विकाससँगै जनस्वास्थ्य र वातावरणको संरक्षण पनि उत्तिकै आवश्यक छ।
हामी सरकारसँग निम्न माग गर्दछौँ:
- घना बस्तीको बीचमा सञ्चालन भइरहेको सिमेन्ट उद्योगको स्वतन्त्र र वैज्ञानिक वातावरणीय तथा स्वास्थ्य प्रभाव अध्ययन गरियोस्।
- अध्ययनको प्रतिवेदन सार्वजनिक गरियोस्।
- यदि अध्ययनले जनस्वास्थ्य वा वातावरणमा गम्भीर असर देखाउँछ भने उद्योगलाई चरणबद्ध रूपमा उपयुक्त औद्योगिक क्षेत्रमा स्थानान्तरण गरियोस्।
- स्थानान्तरणका क्रममा कानुनबमोजिम उद्योग, कामदार तथा प्रभावित पक्षको उचित व्यवस्थापन र क्षतिपूर्तिको व्यवस्था गरियोस्।
- हालको स्थानलाई अस्पताल, शैक्षिक संस्था, हरित क्षेत्र वा कम प्रदूषण हुने सार्वजनिक उपयोगका संरचनामा विकास गर्ने सम्भावना अध्ययन गरियोस्।
- भविष्यमा यस्ता उद्योग स्थापना गर्दा प्रभावित स्थानीय समुदायको राय र वैज्ञानिक वातावरणीय मूल्याङ्कनलाई अनिवार्य बनाइयोस्।
हाम्रो यो अभियान कुनै व्यक्ति, उद्योग, राजनीतिक दल वा सरकारविरुद्ध होइन।
यो स्वस्थ वातावरण, स्वच्छ हावा र भावी पुस्ताको सुरक्षित भविष्यका लागि गरिएको शान्तिपूर्ण नागरिक अभियान हो।
हामी सबै सम्बन्धित निकायलाई इतिहासमा दोषारोपण गर्ने होइन, भविष्यलाई केन्द्रमा राखेर दीर्घकालीन समाधान खोज्न हार्दिक अनुरोध गर्दछौँ।
यदि तपाईं पनि घना बस्तीको बीचमा प्रदूषणकारी उद्योग सञ्चालन हुनु उचित होइन भन्ने विश्वास गर्नुहुन्छ भने, कृपया यो याचिकामा आफ्नो हस्ताक्षर गरी हाम्रो शान्तिपूर्ण अभियानलाई समर्थन गर्नुहोस्।
