Strengthen Critical Manufacturing and Bring Jobs Home!
Eleven years ago, supply chains all over the world were rattled by a nuclear disaster in Fukushima, Japan. Those same supply chains broke in 2020, when the COVID-19 pandemic disrupted economic activity everywhere. They fractured again in 2021, leading to shortages of everything from semiconductors to furniture and more. And now, the Russian invasion of Ukraine is further disrupting them.
When will we learn our lesson?
The United States remains woefully dependent on foreign imports, and that's putting our own security at risk. But, there is something Congress can do right now to help fix things.
It's called the Bipartisan Innovation Act, and it would strengthen our critical industries by investing in reshoring supply chains and boosting U.S. production for things like semiconductors. Similar bills have passed in both the House and the Senate — and now lawmakers need to get a final bill over the finish line, one that includes tough trade enforcement tools to guard against global trade cheats and protect jobs here at home.

As the House and Senate work to pass the Bipartisan Innovation Act, legislation to strengthen our economy and counter China's rising influence, it is critical that the bipartisan Level the Playing Field Act 2.0 is included to give manufacturers the tools needed to fight China's rampant trade cheating.
China's litany of unfair trade practices led to the loss of millions of good, middle-class jobs and fostered a dangerous overreliance on far flung supply chains that jeopardize the safety and security of all Americans. The Level the Playing Field Act 2.0 (H.R. 6121 / S. 1187) would modernize our antidumping and countervailing duty (AD/CVD) trade remedy laws to keep up with the increasingly sophisticated unfair trade tactics used by China and other foreign competition to seize U.S. market share.
In a bill designed to help level the playing field, create resilient and secure supply chains and invest in industries critical to our future prosperity, the enhanced tools in this bill are necessary to achieve these goals. As we seek to revitalize our industrial base and grow our economy, these commonsense updates to our trade enforcement are one of several trade actions critical to leveling the playing field for domestic manufacturers and American workers.
The Level the Playing Field Act 2.0 was included in the House COMPETES Act. As the House and Senate work to resolve the differences in their two bills, I urge you to support inclusion of this important legislation. We need to give American workers and companies the tools they need to make the critical products our country needs, now and in the future.
