Being Able To Have An Unplated Vehicle On Your Property

I am here to change the city by-law of having to plate a vehicle that is not on the road.  Is it right to pay for plates and a sticker or even car insurance for a vehicle that is being restored??  How do you safety a vehicle that is not ready for the road and is being restored??  We need to stop the city from towing and ticketing people for having their own vehicle on their own property just because it does not have plates.
